Bill Saunders, a Cass County township supervisor and Citizen Planner graduate, discovered the importance of well-informed citizens and the strength of public opinion. His work to involve local residents enabled the development of a local farmland Purchase of Development Rights (PDR) program, parks and recreation board, well-enforced blight ordinance, and waterfront district to establish lakeshore setbacks.
